In addition, to customizing my cover letters and addressing specific skill and experience requirements each employer was requesting, 

I also reviewed the online job ads and scoured them to see if I could identify the employer who had placed the ad.  

Doing this I was able to find the employers name and then went to the employer's website, looked for their Careers or Employment or Jobs section, looked for the correct contact's name and then sent my cover letter and resume via email - directly to that contact.  

Often I received phone calls by late that day or the next morning - I was very surprised to see myself getting the same response rates my clients report.  The only job ad that I didn't get a response from so quickly was the Technical Recruiter - and that response took 3 weeks before I received a call. 

I did this at the end of my work days writing resumes for clients - so I understand the time and effort it takes to write customized cover letters and resumes - but I'm glad I did - because it just instilled even further in me that these strategies WORK.
